How Rete Felina works

Citizens, colony caretakers, municipalities and local health authorities (ASL), lawyers and legal experts: Rete Felina offers each of them concrete tools to play their part.

Different forms from one municipality to another, neutering programmes that never start, unclear roles between local health authorities (ASL), administrations and volunteers

For a citizen, it’s often hard to understand who should do what, by when, and with which tools. That’s why Rete Felina exists.

Step by step

How we follow a case

From the report to the solution: the service is free for colony caretakers and volunteers.

1. You report the case

You sign up for free on legal.retefelina.it and describe the colony’s problem: what’s happening, where, and who is involved.

2. The legal team reviews it

The network’s lawyers check the applicable rules and get back to you: often it’s enough to know what the law provides and who to turn to.

3. If needed, we step in in writing

Animal Law Italia writes to the municipality, local health authority (ASL) or Region: a request for clarification or, in more serious cases, a formal notice. This is how the cases in Mola di Bari and Noicattaro were resolved.

4. You follow the case through to the end

From your account you can see the status of the report and the team’s responses, until the matter is resolved.

Beyond individual cases

We also work to make sure the same problems don’t happen again.

Municipalities and local health authorities (ASL)

Practical materials, templates and forms to reduce uncertainty and make procedures more consistent.

With the Regions

Systemic work with the Regions to standardise colony management procedures and the application of the rules.

Transparency and measurement

Since launch, we have been tracking new local groups, colonies registered, cats neutered and municipalities involved; one year after launch we will publish a report. The interventions of the pilot project in Puglia and Calabria are already documented.

For lawyers and legal experts

If you are a lawyer or legal expert interested in contributing to the project, you can apply as a volunteer lawyer for the network. Support can be occasional or ongoing, on matters related to animal law, administrative law and relations with local health authorities (ASL) and municipalities.
