Report a case

A problem with your cat colony? Tell Rete Felina’s legal team and follow it step by step until it is solved. Free of charge, in Puglia, Calabria, Basilicata and Sardinia.

What you can report

The problems colony caretakers bring to us most often. The form lets you tick more than one.

Neutering

The veterinary service of the local health authority (ASL; in Calabria, the ASP) does not neuter, does it badly or does not organise trapping.

Unresponsive municipality

No forms, procedures or information, or the municipality does not reply, keeps delaying or refuses the help it owes.

Law not enforced

The regional law or the municipal animal welfare regulation stays on paper.

Laws by region (in Italian)

Disputes with private parties

A shared building, a neighbour, a shop or a company objects to the cats, sometimes with a formal notice.

Possible wrongdoing

Failures to act or disputes that need a legal assessment.

Cruelty and poisoning

Cats mistreated, poisoned or injured. These reports come first.

Guidance

You just need to know how to proceed and which rules apply.

Something else

Your case fits none of these? Choose “Other” and describe it in your own words.

Step by step

How it works

From signing up to the legal team’s answer.

1. You sign up

Your name, email and a line about who you are, for example “caretaker of a colony in Bari”. You confirm your email with a code: no password needed. You can also sign in with Google or Apple, or with your Pet Law account if you have one.

2. You register the colony

The colony record is yours straight away, even before your account is approved.

3. The team approves your account

If your group belongs to Rete Felina in Puglia, Calabria, Basilicata or Sardinia, we usually approve it within one working day and let you know by email.

4. You send your report

Where the colony is, whether it is registered, how many cats there are, what is happening and what you have already done with the municipality and the ASL. You can attach documents and photos. You tell us the facts; the team judges how urgent it is.

5. The team answers

Our lawyers read every report, tell you what to do and, when needed, write to the authorities by certified email (PEC): a report to the ASL, a reminder to the municipality, a request for access to records, a formal notice.

Follow your case

Every report becomes a case with its own code (for example RF-2026-0012) and a page only you can see.

The conversation

The team’s replies and the attached documents, in one place.

The milestones

When we wrote by PEC and to whom, when the reply came, when the case was closed.

The documents

Those the team shares with you, such as the formal notice we sent or the municipality’s reply.

The questions

What we need to know to move forward, one question at a time.

Letters to sign

When needed, such as a letter of authority: you fill in your details and download it ready to sign.

Email updates

An email whenever the team writes to you. When the case closes, we ask whether the problem was solved.

Animals in danger right now? Call 112, the local police or the Carabinieri Forestali (the forestry police) first. Then tell us: you can report cruelty or animals in danger even before your account is approved.

Frequently asked questions

Nothing. Signing up, the colony record and reports to the team are free. Rete Felina is a project of Animal Law Italia ETS, a registered Italian non-profit.

Caretakers in groups that belong to Rete Felina in Puglia, Calabria, Basilicata and Sardinia, once the team has approved their account. Reports of cruelty or animals in danger can be sent before that.

You can sign up and use the colony record. For now the legal team takes cases only in the four regions where the project runs, but you can tell us you are interested from the Get involved page: these requests help us decide where to grow.

No. Your account on Pet Law (in Italian), Animal Law Italia’s portal, works on Rete Felina too, and the other way round.

The legal team, by certified email (PEC). Formal letters, such as a formal notice or a request for access to records, are signed by Animal Law Italia as part of the Rete Felina project. We ask you to sign only a few letters yourself, such as a letter of authority.

Call 112 or the Carabinieri Forestali straight away. Keep anything that could serve as evidence: photos, videos, the animal’s body, the names of witnesses, any cameras nearby. Then report it on legal.retefelina.it, even if your account has not been approved yet.

Yes. The colony record is free and open to anyone, in any region: the cats, neutering, care with reminders, documents and the volunteers who help you. And if something ever goes wrong, the team will already have the colony’s history.

Rete Felina’s service covers community cats only. For other animals Animal Law Italia offers guidance to its members and supporters: Write to the legal team on Pet Law (in Italian).

Tell us about your case

Sign up and send your report: we help you deal with the municipality and the ASL, up to legal action when it is needed.
